It's Official: Plug-In Solar Becomes Legal in the UK on 27 August 2026

The government response to the plug-in solar consultation was published on 16 July 2026 — and the law legalising plug-in solar was made the same day. Here is the in-force date, what changed in the final specification, and what it means if you're buying.

The waiting is over — and there is now a date. On 16 July 2026, the government published its response to the plug-in solar consultation and, on the same day, made the law that legalises the technology for the millions of renters and flat-dwellers who cannot fit rooftop solar but want solar energy cutting their bills. The Plugs and Sockets etc. (Safety) Regulations 1994 and Electricity Safety, Quality and Continuity Regulations 2002 (Amendment) Regulations 2026 — SI 2026 No. 848, to give the new regulations their full name — come into force on 27 August 2026. From that day, compliant plug-in solar devices can be sold and used lawfully across the UK.

That single sentence ends a debate this site has been tracking since the March 2026 announcement. It also settles something the “grey area” framing always glossed over: in its consultation response, the Department for Energy Security and Net Zero (DESNZ) states plainly that plug-in solar devices “cannot be sold or used lawfully” under the current rules, because they comply with neither the plug regulations nor the electricity safety regulations. From 27 August 2026, both of those barriers are removed for compliant kit.

What Was Actually Published on 16 July

Three things landed at once, and it is worth being precise about what each one does:

  • The government response to the consultation that ran from 16 to 30 June 2026. It summarises 466 responses and confirms the government is proceeding with the plan.
  • The statutory instrument (SI 2026 No. 848), made on 16 July and in force on 27 August 2026. It amends the Plugs and Sockets etc. (Safety) Regulations 1994 so that a standard plug designed for a plug-in microgenerator can be approved, and amends the Electricity Safety, Quality and Continuity Regulations 2002 so that plug-in solar devices meeting the specification can be connected and used.
  • The final interim product specification (version 2) — the technical rulebook every compliant plug-in solar kit must be built and tested against. This replaces the draft version published in June, with several meaningful changes.

Support was emphatic. Of the 466 responses — from electricity suppliers, manufacturers, retailers, electricians, the fire service, housing associations and private individuals — 85% agreed with the proposed interim product specification, and 88% backed amending the plug regulations so plug-in solar can connect through a standard BS 1363 socket. Some 78% supported the fast timetable, largely on the grounds that plug-and-play solar systems — what Germany calls Balkonkraftwerke, and what we cover here as balcony solar — are already proven at scale in Germany, Spain and the Netherlands.

The Biggest Change: One Device Per Circuit, Not Per Household

The draft specification allowed only one plug-in solar device per household. That rule attracted more pushback than almost anything else in the consultation — 61% of respondents wanted a per-circuit limit instead — and the government has changed it. The final specification permits one device per power circuit, subject to corresponding changes to Engineering Recommendation G98.

In practice, most UK homes have at least two socket circuits, so a household could run two (sometimes more) plug-in solar kits — say, one on an east-facing balcony and another on a west-facing wall — to spread generation across the day. Each device is still individually capped, so the change adds flexibility without raising the limit on any single kit.

There is an obvious practical question: how do you know which sockets are on which circuit? The specification now requires manufacturers to include guidance to help you work this out (switching breakers off and on at the consumer unit is the usual method), and DESNZ advises asking a qualified electrician if you are unsure. That is sensible advice — on older or much-modified wiring, circuit identification genuinely can be confusing.

What Else Changed in the Final Specification

Version 2 is a tightened, more consumer-focused document than the draft. The changes that matter:

  • Being on the register is not enough — a device must be verified compliant. The specification now makes clear that only devices assessed and identified as compliant on the ENA Type Test Register count as having demonstrated G98 compliance. Registration alone does not.
  • A new 5mA cap on residual DC current. To protect older residual current devices (RCDs) from being desensitised, the inverter may not leak more than 5mA of DC current at full output. DESNZ is running further tests on legacy AC-type devices and will review the figure.
  • A compliance declaration on the product. Every kit must now carry a declaration that it complies with the interim product specification — giving buyers, retailers and enforcement authorities a simple check. A dedicated conformity mark, similar to UKCA marking, is being considered for the future.
  • Stronger fire safety rules for flats and taller buildings. The final version adds restrictions on where devices may be installed on higher-risk buildings and introduces minimum fire performance requirements for the backing material in PV modules.
  • More realistic cable rules.DC cables can be routed from panels outside to a socket inside, with the consumer fitting the low-voltage DC connector after passing the cable through, following the manufacturer's instructions. Variable cable lengths are allowed, and no separate DC isolation switch is required.
  • Clearer environmental testing. Salt-corrosion and snow-load testing now applies only where a product is actually rated and marketed for those conditions.

One thing that did not change: the 2,000W cap on total DC panel capacity stays, despite industry arguing it is restrictive. DESNZ says it will keep the limit under review as real-world experience builds.

The Rules That Carry Over Unchanged

The core limits confirmed in June survive intact into the final specification:

  • Maximum 800VA output from the microinverter, with current capped at 3.5A — the familiar 800W-class limit used across Europe
  • Up to 2,000W of solar panels feeding that inverter
  • A standard UK BS 1363 plug — non-rewireable, with a fuse of no more than 5A and partially insulated pins — into an ordinary wall socket
  • No battery storage within the device; plug-in batteries and battery-integrated products remain outside the framework entirely
  • The safety requirements of BS 7671(the Wiring Regulations, as amended by BS 7671 Amendment 4) plus the established inverter safety and anti-islanding standards, so the device works safely with your home's electrical installation and the grid

The safety case behind all this has not shifted either. Government testing found nothing about the German-market devices examined that would be intrinsically unsafe on a UK ring circuit — the specification simply pins down the conditions under which that holds.

What This Means If You Are Buying

Here is the honest position for the next few weeks. The law is made, but it is not yet in force, and as of late July 2026 no kit has been verified against the final specification. So:

  • Before 27 August 2026 — nothing changes. Plugging a solar kit into a socket is not yet within the legal framework. If you want solar generating now, the compliant route is still a professionally wired installation with G98 notification, as our legal guide explains.
  • From 27 August 2026 — compliant plug-in solar kits can be legally sold and used. The key word is compliant: look for the interim product specification declaration and, as listings appear, verification on the ENA Type Test Register. A kit with a Schuko plug and no UK paperwork does not become legal just because the date has passed.
  • Watch for dubious imports. Respondents repeatedly warned about online marketplaces selling 800W kits that meet none of these requirements. The declaration and register exist precisely so you can tell the difference — use them.

Retailers have been preparing for this moment since the spring — the Energy Secretary hosted a retailer round table on the day the consultation launched, and the government talks openly about launching plug-in solar in UK shops. So expect UK-plug kits on shelves and online reasonably quickly once the regulations are in force. Whether the first wave arrives in time to catch the tail of the summer generation season is the open question; the government explicitly wanted this done fast so households could start using solar power to reduce energy bills during the sunny months — the same logic that ran through last year's Solar Roadmap.

What Is Still Missing

A few honest caveats. Consumer guidance — covering circuit identification, mounting, prohibited uses and when to call an electrician — is promised before the in-force date but was not published on 16 July. The simplified DNO registration process that would make G98 notification painless for ordinary households is still in development. The exclusion of battery storage remains the loudest complaint in the consultation responses; DESNZ acknowledges the interest and says it will keep gathering evidence, but for now a battery-integrated product cannot use the plug-in route. And respondents also called for wider reforms — VAT relief and changes to the Smart Export Guarantee among them — which sit outside this legislation entirely.

Longer term, the interim product specification is exactly what its name says: interim. Work now begins on an enduring standard to replace it, alongside the BSI's broader standards work. Expect the rules to evolve — but the framework taking effect on 27 August is the one the UK market will actually launch on.
